Step 3.3 Assess user needs and satisfaction
Understanding users, their needs and satisfaction, in tandem with data gap analysis (see Step 3.2 Assess statistical outputs) will help identify measures to improve the quality of data and the statistical products and services offered by the NSS .
The assessment should consider the different groups of users and their varying needs, purposes, levels of literacy and capacity in using data. A comprehensive data user needs and satisfaction survey should be conducted.
Key points of analysis
- Current and prospective data uses/applications, requirements, needs, and priorities of users,
- Specific details and quality dimensions of data needed/required,
- User assessment of the quality of existing statistics and statistical products and services,
- Relationship and interaction between data producers and users,
- User trust and confidence in statistics produced by the NSS, and
- Users’ perceived role in NSS development.
- Analyze the general profile of users based on a mapping of stakeholders (see Step 1.1 Policy document).
- Administer a tool-based client/user satisfaction survey among key users and analyze results and findings.
- Conduct interviews of key informants (experts, industry leaders, prominent figures representing priority sectors (e.g., agriculture, education, health, disability, etc.), subject-matter (e.g., labor, gender, children, etc.), or geographic level (e.g., subnational: region, province, district, etc.), members of parliament.
- Integrate results of the stakeholder mapping , client satisfaction survey, and key informant interviews into a report on user needs and satisfaction with recommendations.
- Validate findings and generate recommendations through a country workshop among stakeholders, including data producers, users, providers, and development partners.
- Integrate the findings and recommendations in the assessment during the NSDS training workshop.
