5. Elaborating action plans
The elaborating phase yields the NSDS implementation plan, which includes the financing and risk mitigation strategies, and supported by the monitoring and evaluation framework.
Action plans are prepared for sectoral and/or subject-matter areas and for each of the participating ministries/agencies. The action plans include the cost of the activities (preferably budget allocation) and the potential risks and corresponding mitigation measures.
The monitoring and evaluation framework is directly based on the results framework/matrix results framework and serves as reference for monitoring of results at the ministry/agency level.
