Step 7.2 Conduct the final evaluation

The final evaluation   of the NSDS should be guided by the approved and endorsed evaluation terms of reference  . Management of the evaluation is crucial in ensuring that useful knowledge is created, relevant learning is achieved, and the results will contribute to improvements and strengthened accountabilities among stakeholders. Adhering to widely observed norms and standards will help guide an effective evaluation, one that will assure acceptance and motivate and initiate response from stakeholders.

Concrete actions

  • Conduct the NSDS evaluation  .
    • Make use of the midterm review report and other M&E reports (Step 6.6) as inputs in the final evaluation.
    • Engage the interagency sectoral or subject matter groups in the evaluation process.
    • Collect relevant data and information through available evaluation tools.
    • Conduct interviews and consultations with data producers (ministries/agencies) and key data user groups in the government, private sector, civil society organizations, academic and research community, and development partners.
  • Analyse collected data and information.
    • Provide analysis at NSS-wide, sectoral, and subject-matter levels.
  • Write the NSDS evaluation report  .
    • Include in the report the management response     which consists of the evaluation recommendations and  corresponding responses of
      • concerned ministries/agencies on agency-specific statistical concerns,
      • concerned private sector, civil society organizations, academic and research community, and development partners on shared or partnership concerns;
      • interagency sectoral and subject-matter groups on shared statistical concerns, and 
      • highest statistical body   and highest statistical authority   on statistical policy concerns.
